The basic requirements for participation in this initiative are:
- The candidate must hold a Bachelors or a Masters degree, or equivalent, and must have demonstrated ability to study in English (TOEFL) This must also be the student's first course of study in the U.S.
- The congregation and the candidate must present a plan of purpose for the studies, which shall include statements regarding intentions of future assignments or responsibilities.
- The financial responsibilities for the congregation are varied and depend on the admission process and the scholarships available at the time of admission.
