Weapons Research

(Memorandum from President, W.J. Rewak, S.J., dated January 27, 1983)

Santa Clara University will not accept or award any grant or contract whose primary and immediate purpose is the development of weapons of mass destruction.

As suggested by the wording above, this policy incorporates the following limitations:

  • It applies only to projects directly sponsored or administered by the University. It does not apply to other kinds of projects, to individual consulting arrangements, or to the dissemination of particular points of view or research findings.
  • It distinguishes between the primary purpose and the indirect effects of a project.
  • It applies to all weapons of mass destruction without regard to the particular technology used.

Implementation of this policy will not in any way alter the University's commitment to freedom of inquiry and freedom of expression, as reflected in its endorsement of the 1940 "Statement of Principles of Academic Freedom and Tenure" of the American Association of University Professors and the Association of American Colleges.

This policy will be administered in accordance with existing procedures for the review and approval of grant and contract proposals.

Any exceptions to this policy must be approved by the President of the University.
