The Development Marketplace is a program that promotes innovative development ideas through early stage seed funding. It connects social entrepreneurs with poverty fighting ideas to partners with resources to help implement their vision. Since 1998, the Development Marketplace has awarded more than $16 million to over 330 groundbreaking projects through Global Competitions and Country Innovation days.

The objective of Development Marketplace 2003 (DM2003) was to identify and fund the most innovative ideas in development from around the world. The Marketplace brings together staff from the World Bank and other donor organizations, civil society groups, social entrepreneurs, private foundations, academia, and private sector corporations to promote knowledge sharing and help form networks. The goal of the Marketplace is to expose and engage the development community in productive and inventive partnerships that will have a potentially powerful impact in poverty reduction and economic development. The theme for DM2003, held on December 3-4, 2003, was Making Services Word for Poor People.

According to James Wolfensohn, President of the World Bank, "At a time when we are in a race to attain the Millennium Development Goals - and achieve a new balance between rich and poor nations - the need for creative ideas and uncommon partnerships is ever greater. These imaginative individuals, non-governmental organizations, academics, development professionals, and private companies gathered here collectively demonstrate the best of development. They remind us that the world can indeed come together to solve difficult problems and provide innovation during these challenging times."
