Director, Government Ethics
Davina Hurt is the director of government ethics at the Markkula Center for Applied Ethics at Santa Clara University, where she leads efforts to promote integrity, accountability, and ethical governance in public institutions. She also serves as the California Climate Director for Pacific Environment, where her work focuses on decarbonizing the maritime shipping industry and advancing clean energy solutions to protect coastal communities and global ecosystems.
From 2015 to 2025, Hurt served the City of Belmont in multiple leadership roles including Mayor, Vice Mayor, City Councilmember, and Commissioner. At the regional and state level, she served on the California Air Resources Board and chaired both the Bay Area Air Quality Management District and the Cities Counties Association of Governments for San Mateo County.
She currently serves as a Commissioner on the California Water Commission, shaping water policy for a climate-resilient future.
Hurt holds a J.D. from Santa Clara University School of Law with a certificate in International Public Law and a B.A. in History and Political Science from Baylor University.
