Nevada governor, Joe Lombardo, signed an executive order creating a policy framework for data center development that requires developers to protect the local water supply, protect the electrical grid, and be fully responsible for covering all the development and management costs of their projects.

Irina Raicu, director, internet ethics, raises concerns about oversight, enforcement, and accountability.

"I do have concerns because the buildout is happening so quickly and at such scale and not just in Nevada, but all over the west. We're seeing these data centers going up. They're massive. They have massive implications for the local communities, and the build out is happening much faster than the passage of laws or the implementation of standards that we are seeing. The speed of regulation and implementation–so far–isn't keeping up at all with the speed of development."
