"What the president and military leaders are considering, both civilians and those in uniform, is whether or not to do an emergency declaration here, much like the CDC has done and saying that this is a matter where we should be mandating the vaccine as a matter of national security. We want our national units to be ready for when they might be needed and to have a threat or risk of significant numbers of military members that come down with COVID-19—that's a serious consideration for military readiness." 

"Since there are so few things that service members have the opportunity to make a yes or no decision, many of them seem to be deciding 'I'm going to say no to this because I can and there are very few things in the military that I can say no to.'"
